Union County, Pennsylvania — A routine traffic stop on Interstate 80 allegedly uncovered a much larger fraud operation after Pennsylvania State Police arrested two California men accused of posing as ICE agents and pressuring victims to surrender millions of dollars in gold.

Gagandeep Singh, 24, and Ajaypreet Singh, 22, both from Elk Grove, were arrested on September 10 after police stopped their vehicle in Union County. Investigators said officers found approximately $215,000 worth of gold bars and coins hidden throughout the vehicle, including beneath the driver and passenger seats and inside Ajaypreet Singh’s shoe.

Authorities say the discovery ultimately connected the men to an alleged scheme involving fake federal immigration agents, threats of arrest and victims being instructed to purchase gold and hand it over to strangers.

Traffic Stop Allegedly Exposed Larger Fraud Scheme

According to an affidavit released by the Commonwealth of Pennsylvania, the traffic stop revealed evidence that investigators believe was connected to a broader operation.

Among the items allegedly found inside the vehicle was an envelope containing a completed identity theft victim complaint and affidavit belonging to Angelo Sala.

Sala reportedly told authorities he had lost approximately $2.5 million while he believed he was being investigated by an ICE agent named Andrew Hall.

Investigators later determined that Andrew Hall was allegedly a fabricated identity used by the suspects. The alleged scheme reportedly began targeting Sala by phone and through Telegram in June.

Victim Was Allegedly Threatened With Arrest

According to the affidavit, the suspects allegedly told Sala that he needed to purchase gold and surrender it to a person waiting in a tinted vehicle from out of state.

The alleged reason was to prevent him from being arrested.

Investigators say the scheme continued for approximately three months, during which more than $1.2 million in gold bars and coins was allegedly taken from Sala and other victims who have not yet been publicly identified.

The allegations describe a scheme built around impersonating federal immigration officials and creating fear that victims could face arrest if they failed to follow instructions.

Authorities have not identified all of the alleged victims or disclosed the full scope of the investigation.

Gold Was Hidden Throughout the Vehicle

The Pennsylvania traffic stop became a key moment in the investigation after officers allegedly discovered gold in multiple locations inside the vehicle.

Police said gold was found beneath both the driver and passenger seats, while additional gold was allegedly concealed inside Ajaypreet Singh’s shoe.

The total value of the gold recovered during the stop was estimated at approximately $215,000.

The discovery also allegedly connected the men to documentation belonging to Sala, providing investigators with additional evidence as they examined the larger fraud allegations.

ICE Detainers Placed on Both Suspects

The case has also raised questions about the immigration status of the two men.

The official records described in the case do not establish either man’s country of citizenship or explicitly state that either is a noncitizen.

However, federal authorities placed ICE detainers on both suspects after they were booked into jail.

An ICE detainer is a request for local authorities to hold an individual for a limited period beyond the person’s scheduled release so immigration officials can take custody for potential immigration proceedings.

The presence of a detainer by itself does not establish a person’s citizenship or immigration status.

Both Men Face Multiple Felony Charges

Singh and Singh are facing multiple felony counts, including money laundering, conspiracy and receiving stolen property.

Both men are being held at the Union County Jail on $500,000 cash bail each, while the federal immigration detainers remain in place.

The charges are allegations, and the defendants are presumed innocent unless proven guilty in court.

Their preliminary hearing was originally scheduled for Tuesday but has since been postponed to a later date to give the defendants additional time to secure legal counsel.

The investigation remains ongoing as authorities work to determine the full number of victims and the total amount of gold allegedly obtained through the scheme.

What began with a Pennsylvania traffic stop has now developed into a major fraud investigation spanning California and Pennsylvania, with investigators examining allegations involving fake federal identities, threats of arrest and more than a million dollars in gold.
