PALM DESERT, Calif. — A routine effort to replace a damaged automatic license plate reader allegedly turned into a violent confrontation before Riverside County Sheriff’s deputies made a disturbing discovery at the home of the man accused of the attack.
Investigators say Nathan Ceballos, 31, approached a contractor working for Flock Safety while the worker was replacing a license plate reader for the city of Palm Desert.
The camera had previously been vandalized, and authorities say Ceballos allegedly confronted the contractor while he was working.
According to the victim’s account to police, Ceballos threatened to stab him before allegedly slashing all four tires on the worker’s utility vehicle and damaging the newly installed camera.
The incident prompted an investigation that quickly led authorities to Ceballos.
Deputies Arrest Suspect Hours After Alleged Attack
Hours after the alleged confrontation, deputies reportedly spotted Ceballos driving his vehicle. They pulled him over and took him into custody without incident, according to investigators.
But authorities did not stop their investigation with the arrest. Deputies obtained a search warrant for Ceballos’ residence, expecting to find evidence connected to the alleged assault and camera vandalism.
Instead, investigators say the search uncovered additional evidence that went far beyond the original allegations.
Search of Home Leads to Disturbing Discovery
During the search, deputies say they found evidence connected to the alleged attack, as well as additional evidence involving vandalism of Flock Safety cameras.
Investigators also reportedly discovered multiple sexually intrusive videos involving teenage girls recorded in public and private spaces.
Authorities are now working to identify the people who appear in the videos.
The discovery has expanded the investigation and could potentially lead to additional allegations depending on what investigators determine about the recordings and the people depicted in them.
Officials have not publicly identified the victims captured in the videos.
California Man Faces Multiple Felony Charges
Ceballos was booked into the John Benoit Detention Center on suspicion of assault with a deadly weapon, criminal threats and multiple counts of felony vandalism.
He remained jailed Tuesday as investigators continued working on the case.
Authorities have not announced whether additional charges will be filed as they examine the material reportedly recovered from his home.
The investigation remains active, particularly as deputies work to determine who was recorded in the videos and whether those recordings were connected to additional crimes.
Why Flock Cameras Have Become Controversial
The case also comes as Flock Safety’s automatic license plate reader system faces growing scrutiny across the country.
Flock cameras can be mounted on police vehicles, poles or portable trailers. The technology automatically photographs license plates and converts the numbers into searchable text while recording information such as the location, date and time associated with a vehicle.
Police agencies say the system can help investigators solve crimes and locate fugitives.
However, privacy advocates and some politicians have raised concerns about the rapid expansion of the surveillance network and how the collected information is stored and shared.
The Los Angeles Police Department suspended its agreement with Flock in July amid a dispute over control of camera footage.
Flock has also faced accusations from critics that its technology could be used to share information with federal immigration authorities. The company has denied sharing customer data with federal entities without permission.
Several cities, including communities in Texas, Illinois, Wisconsin and Michigan, have ended their relationships with Flock, while law enforcement agencies in Georgia and Oklahoma continue using the technology.
Flock Announces Changes to Data Retention
Flock Safety CEO Garrett Langley recently said the company would reduce how long its cameras retain data from 30 days to seven days while requiring law enforcement officers to justify every search.
Langley said the changes were prompted by growing concerns about privacy and the need for stronger safeguards.
He said the company was moving beyond simply providing police departments with optional privacy tools and would instead make certain protections mandatory.
According to Langley, roughly 90% of investigative searches on Flock’s system already take place within seven days.
The changes come as communities continue debating the balance between using automated license plate readers to fight crime and protecting residents from broad surveillance.
Meanwhile, the investigation involving Ceballos remains ongoing, with deputies focused on the alleged assault, camera vandalism and the disturbing recordings reportedly discovered during the search.
