Mom and Grandma Face New Charges After 5-Year-Old Boy Escapes Filthy Room Secured With Boards and Zip Ties

Swatara Township, Pennsylvania — A disturbing child abuse case in Pennsylvania has expanded after authorities filed additional charges against five people accused of playing roles in the alleged mistreatment of a 5-year-old boy who escaped from a filthy bedroom secured with wooden boards, zip ties and duct tape.

The child was discovered naked in the middle of a road on July 10, prompting an investigation that led police to a nearby home where investigators described severe hoarding conditions and an environment covered in trash and feces.

Two additional suspects have now been charged, while the boy’s mother and grandmother face new allegations of conspiring to obstruct a child abuse investigation, according to Pennsylvania State Police.

Two More Suspects Face Charges

Jade Shuey, 21, Tucker Heagy, 21, and Stephanie Schaffner, 42, had previously been charged with endangering the welfare of a child.

Shuey, identified as the boy’s mother, and Heagy, her boyfriend, also face additional charges, including aggravated assault on a child younger than 13, conspiracy to commit aggravated assault, conspiracy to commit child endangerment and unlawful restraint of a minor.

Authorities announced this week that Shuey and Stephanie Schaffner, the child’s grandmother, have each been charged with criminal conspiracy to commit obstruction in a child abuse case.

Scott Schaffner, 59, and Cathy Schaffner, 62, surrendered to authorities on September 29, according to state police. Both were charged with criminal conspiracy to commit child endangerment and criminal conspiracy to commit obstruction in a child abuse case.

The two additional defendants posted bail and were released from jail. Authorities have not publicly clarified how Scott and Cathy Schaffner are related to the child.

Boy Found Naked in the Middle of the Road

The investigation began on the morning of July 10, when Pennsylvania State Police responded to the intersection of Quarry Road and South Lancaster Street in Swatara Township, approximately 95 miles northwest of Philadelphia.

Witnesses reported seeing a 5-year-old boy walking naked in the middle of the road.

Troopers took the child to a hospital for evaluation. Investigators subsequently determined that he had allegedly escaped from a nearby residence on North Poplar Street.

When authorities entered the home, they reportedly encountered extensive clutter, trash throughout the residence, hundreds of flies and limited space to move around.

Investigators then discovered a bedroom that they said belonged to the boy.

Bedroom Secured With Wooden Boards and Zip Ties

According to Pennsylvania State Police, a baby gate had been attached to the outside of the bedroom door frame and secured with numerous zip ties and duct tape.

Wooden boards had also been drilled into the exterior of the door frame above the gate, allegedly to prevent the child from leaving the room.

Inside, investigators reported finding feces smeared across the walls and bedroom window. The bed had been torn apart, food was scattered across it, and trash covered the floor.

Authorities also described hundreds of flies throughout the bedroom and residence, along with children’s toys scattered around the room.

The conditions described by investigators prompted a strong response from Lebanon County District Attorney Pier Hess Graf, who characterized the boy’s alleged living situation in stark terms.

Prosecutor Says Child “Lived in Hell”

Graf said the child had been confined behind barriers while the rest of his family remained outside the bedroom.

“He lived locked behind caged bars, able to look out at his family but not live a real life,” Graf added, according to regional NBC affiliate WGAL. “He existed in pure filth.”

The district attorney also criticized the boy’s mother and grandmother for their alleged failure to protect him.

“His mother and grandmother failed him. Every second of every minute of every day, that child deserved a better life and maternal love,” the DA added.

Graf said the prosecution intends to pursue the case and hold those responsible accountable for the alleged abuse.

“Our Office intends to fully prosecute these heinous criminals and hold them fully accountable for the abuse. It’s a sad reality that their prison cells will be far cleaner and far more accommodating than the living conditions they intentionally created for that little boy.”

The allegations remain part of an ongoing criminal case, and the defendants are entitled to due process.

Court Hearings Scheduled for October and November

The case is now moving toward its next court proceedings.

Scott and Cathy Schaffner have preliminary hearings scheduled for October 22, while the other three defendants are scheduled to face a jury trial on November 16.

The additional charges mark a significant development in an investigation that began after the young boy was found alone on a Pennsylvania road.

As the case proceeds, prosecutors will have to establish the allegations against each defendant in court.
